In a large pot, bring water to a rolling boil. Carefully add the potatoes, carrots, and beets. Cook until tender but firm. (Potatoes: 15-20 minutes, Carrots: 25-30 minutes, Beets: 40 minutes)

Once cooked, transfer the vegetables to a cutting board to cool. Once cool enough to handle, peel the potatoes and beets. Using a grater, shred the potatoes, carrots, and beets separately into individual bowls.

In a clear serving bowl, create the layers: Start with half of the chopped onion, followed by half of the herring fillets. Next, layer half of the grated potatoes, carrots, and beets. Spread 3 tablespoons of mayonnaise evenly over the vegetables, and season with salt and pepper.

Repeat the layers: the remaining onion, herring, potatoes, carrots, beets, and mayonnaise.

Cover the bowl tightly with plastic wrap and refrigerate for at least 1 hour to allow the flavors to meld. Serve chilled.

For a more intense beet flavor, roast the beets instead of boiling them. Wrap each beet in foil and bake at 400°F (200°C) for about an hour, or until tender.
Use high-quality mayonnaise for the best flavor. Homemade mayonnaise is an excellent option.
Feel free to adjust the amount of mayonnaise to your liking. Some prefer a lighter dressing.
Garnish with fresh dill or parsley for a pop of color and freshness.
