Bring a large pot of generously salted water to a rolling boil. Add the rotini and cook according to package directions, or until al dente (approximately 8-10 minutes). Reserve about 1/2 cup of the pasta water before draining.

While the pasta cooks, heat the olive oil in a skillet over medium heat. Add the minced garlic and cook, stirring frequently, until fragrant and just beginning to turn golden brown (3-5 minutes). Be careful not to burn the garlic.

Stir in the fresh parsley and cook for another 30 seconds, until wilted and fragrant. Remove the skillet from the heat immediately.

Add the drained pasta to the skillet and toss to coat with the garlic and parsley-infused oil. If the pasta seems dry, add a tablespoon or two of the reserved pasta water at a time until it reaches your desired consistency.

Season generously with sea salt and freshly ground black pepper to taste. Top with the grated Parmesan cheese and serve immediately, with additional Parmesan on the side.

For an extra layer of flavor, consider adding a pinch of red pepper flakes to the garlic as it cooks.
Freshly grated Parmesan is highly recommended for its superior flavor and texture. Avoid using pre-grated cheese.
Feel free to experiment with other types of pasta, such as penne or fusilli.
A squeeze of fresh lemon juice just before serving can add a bright, zesty finish.
To elevate this dish further, consider sautéing some chopped sun-dried tomatoes or artichoke hearts along with the garlic.
