Engage the Sauté function on your multi-functional pressure cooker (such as an Instant Pot®). Introduce the ground turkey and chopped onion. Sauté, stirring frequently, until the turkey is browned and crumbly and the onion becomes translucent. (5-7 minutes)

Incorporate the cabbage, diced tomatoes, chicken broth, water, uncooked rice, Worcestershire sauce, 1 teaspoon of basil, salt, and pepper into the Instant Pot. Ensure the mixture remains below the maximum fill line. Stir intermittently until the mixture begins to simmer. (5-7 minutes)

Secure the lid and lock it into place. Select the High-pressure setting according to the manufacturer's directions. Set the timer for 5 minutes. Allow the pressure to build naturally. (10-15 minutes)

While the Instant Pot works its magic, preheat your oven to 350 degrees F (175 degrees C).

Once the timer goes off, allow for a natural pressure release for approximately 8 minutes. After which, perform a quick release, following the manufacturer's instructions, to vent any remaining pressure in short, controlled bursts.

Carefully remove the lid and stir in 1 cup of the shredded Cheddar cheese until melted.

In a separate bowl, combine the tomato sauce, sugar, and the remaining 1/2 teaspoon of basil. In a 9x13-inch baking dish, spread half of the sauce mixture. Spoon the cabbage-rice mixture evenly over the sauce. Top with the remaining sauce mixture and sprinkle with the remaining 1 cup of Cheddar cheese.

Bake in the preheated oven until the casserole is heated through and the cheese is melted and bubbly. (25-30 minutes)

For a richer flavor, use Italian sausage instead of ground turkey.
Feel free to add other vegetables like bell peppers or zucchini.
If you don't have an Instant Pot, you can cook this in a large pot on the stovetop, simmering for about 45 minutes or until the rice is cooked through.
Serve with a dollop of sour cream or a sprinkle of fresh parsley for garnish.
