In a 12-inch skillet over medium heat, heat the oil. Add the diced onion and minced garlic and cook for 5 minutes, or until softened, stirring occasionally. Remove the onion and garlic to a plate and set aside. (5 minutes)

In the same skillet over medium-high heat, cook the ground beef until well-browned on all sides, stirring frequently. Add the flour and cook for 1 minute, stirring constantly to avoid burning. (7 minutes)

Add the stewed tomatoes and dried thyme to the skillet. Over high heat, bring the mixture to a boil, then reduce the heat to low. Simmer uncovered for 10 minutes to allow the flavors to blend, stirring occasionally. Stir in the drained peas and carrots. (12 minutes)

Preheat your oven to 450 degrees F (232 degrees C). Spoon the meat mixture into a greased deep-dish pie plate or baking dish.

In a separate bowl, toss the drained sliced potatoes with the melted butter. Arrange the buttered potatoes in the center of the casserole, overlapping them slightly to create an appealing topping.

Bake in the preheated oven for 10 to 15 minutes, or until the potatoes are lightly golden brown and the filling is bubbly. Let cool slightly before serving. (15 minutes)

For a richer flavor, try using beef broth instead of water when simmering the meat mixture.
Add a splash of Worcestershire sauce to the meat mixture for extra depth.
Feel free to substitute the canned vegetables with fresh or frozen alternatives. If using frozen, thaw them before adding to the skillet.
For a creamier topping, mash the potatoes with a little milk or sour cream before arranging them on top of the meat mixture.
