Rinse potatoes in a colander under cold water until the water runs clear. Transfer potatoes to a large pot and cover with cold water (about 2 inches above the potatoes); add 1 teaspoon salt. Bring to a boil, then reduce heat to medium and cook until fork-tender (approximately 20 minutes).

Drain potatoes in a colander and return them to the large pot or the bowl of a stand mixer. Add the remaining ½ teaspoon salt, garlic, 6 tablespoons of butter, cream cheese, sour cream, and ½ cup of milk. Using an electric hand mixer, or in a stand mixer fitted with a paddle attachment, blend on medium speed until mostly smooth (about 3 minutes).

Gradually pour in the remaining ½ cup of milk and mix on high speed to whip the potatoes until light and fluffy (about 2-3 minutes).

Transfer the whipped potatoes to a serving bowl. Top with the remaining 2 tablespoons of butter. Garnish generously with fresh parsley and season with freshly ground pepper to taste. Serve immediately.

For an extra layer of flavor, try browning the butter before adding it to the potatoes. The nutty notes will complement the richness of the dish beautifully.
Do not overmix the potatoes, as this can lead to a gluey texture. Mix until just combined for the best results.
Feel free to adjust the amount of milk to achieve your desired consistency. For even richer potatoes, substitute half-and-half or heavy cream for some of the milk.
