Preheat your oven to 350°F (175°C). (5 minutes)

In a large bowl, gently combine the ground ham, rolled oats, evaporated milk, ground pork, chopped onion, eggs, parsley, ground mustard, and pepper. Mix until just combined, being careful not to overmix. (10 minutes)

Divide the mixture evenly and form into two loaves. Place each loaf into a greased 9x13-inch baking dish. (5 minutes)

Bake in the preheated oven for 30 minutes.

While the loaves are baking, prepare the glaze. In a small saucepan, stir together the brown sugar and cider vinegar. Bring to a boil over medium heat and cook for 1 minute, stirring constantly, until the sugar is dissolved and the glaze is slightly thickened. (5 minutes)

Remove the loaves from the oven and pour the brown sugar glaze evenly over them. Return the loaves to the oven and continue baking, basting frequently with the pan juices, for another 30 to 45 minutes, or until they are browned and cooked through. An instant-read thermometer inserted into the center of the loaf should register 160°F (71°C).

While the loaves are finishing, prepare the horseradish sauce. In a small bowl, whisk together the mayonnaise, sour cream, horseradish, and lemon juice until smooth. Season to taste with salt and pepper. (5 minutes)

Let the ham loaves rest for 10 minutes before slicing and serving. Serve with the prepared horseradish sauce.

For a smoother texture, you can process the rolled oats in a food processor before adding them to the mixture.
Feel free to adjust the amount of horseradish in the sauce to your preference. For a milder sauce, start with less horseradish and add more to taste.
The ham loaf can be made ahead of time and reheated. Wrap the cooled loaves tightly in plastic wrap and refrigerate for up to 3 days. To reheat, bake in a preheated oven at 325°F (160°C) until warmed through.
If the top of the loaf starts to get too dark during the final baking stage, tent it loosely with foil.
